Muggshot must've made a pass at her or is trying to cheat her out of the money he owes. The titles is pretty much what he called her: a punk broad.
All my Sly OCs have relations with the Sly Cooper characters: whether it be friendly, professional or rival. For Tess and her sisters they are wolves for hire. Muggshot must've hired them for a job he wanted her to do.
